Dedicated Servers are only for the PC. It would cost literally millions to set up servers in multiple locations for Xbox/Playstation users. Remember when Mw2 came out? 2million people on at once, for Xbox alone. They would have to buy a room in a datacenter, have to have co-locations attached, etc, etc.

Infinity Ward had no control over MW2 whilst TreyArch have much more control since Activision aren’t so butt-tight on them.
